The U.S. has the power to create super soldiers like their prototype, Steve Rogers. In this scene, however, the information and science needed to create more Steve-like super soldiers… is gone.

Now, IF HYDRA launches an attack, there is essentially only one person who can stop them… and this puts a lot of pressure on him.
